Chinese owner restarts work on Australia-first lithium plant

IGO Limited says work is about to restart in earnest on completing Australia’s first lithium hydroxide plant after a troubled history of delays, cost blowouts and legal battles involving the Chinese owner.
A handful of workers are back on site at the plant owned by Shenzhen Stock Exchange-listed Tianqi, with a new contractor expected to hit the ground within weeks to complete construction work and start commissioning.
The restart comes after a resurgence in the lithium sector and with Tianqi indicating it is over the worst of its financial bleeding.
IGO said on Wednesday that it was weeks away from gaining final approval for its $US1.4 billion ($1.8 billion) acquisition of a stake in both the Tianqi plant, at Kwinana on Perth’s outskirts, and the Chinese company’s share of the Greenbushes lithium mine in Western Australia’s south-west.
Peter Bradford-led IGO expects to complete both the Tianqi deal and its $903 million sale of a 30 per cent stake in the Tropicana gold mine to Regis Resources, which will help pay for the leap into lithium, in the June quarter.
Mr Bradford said IGO had a better understanding of how the joint venture would work after Tianqi’s new chief executive, Frank Ha, spent much of the March quarter in Perth.
The IGO boss said he was not concerned about any fallout for the project from the frayed relationship between Beijing and Canberra.
“We wouldn’t look to any geopolitical influence on our day-to-day business activities with our partner,” he said.
Mr Bradford said a three-person steering committee formed to oversee the plant’s commissioning would include an IGO representative.
Start production at Kwinana
“If you think about where does the rubber hit the road, it is really about when we start producing lithium hydroxide, and I would expect that we would produce the first lithium hydroxide in the September quarter,” he said.
Tianqi, one of the world’s biggest lithium players and the owner of a 25 per cent stake in Chilean producer SQM, said it wanted to start production at Kwinana as soon as possible.
Another big Chinese producer, Sichuan Yahua Industrial Group (Yahua), has just revealed plans to more than double its hydroxide production capacity from 20,000 tonnes a year to 50,000 tonnes a year.
Yahua is the biggest shareholder in aspiring miner Core Lithium and has a binding offtake agreement for 75,000 tonnes a year of lithium concentrate from Core’s Finniss project near Darwin that will be processed in China.
Tianqi is selling its stake in the Kwinana plant and Greenbushes to pay down its huge debts. Its latest results reveal a net loss of almost 248 million yuan ($49.36 million) in the March quarter.
Tianqi said it expected a half-year loss of 130 million yuan to 250 million yuan, a forecast which suggests a big leap back into the black in the three months to June 30.
Under pressure from lenders led by state-owned CITIC Bank, Tianqi agreed last December to sell IGO a 24.99 per cent stake in the Greenbushes mine and a 49 per cent per cent stake in the hydroxide plant. The sale was announced at what Mr Bradford called as the bottom of the lithium market.
The restart of work at Kwinana involves stage one for the project, which has nameplate production of 24,000 tonnes of hydroxide a year. A second stage was put on hold after work completed on the first stage cost $US700 million, almost double the original budget, but is now expected to resume later this year.
Tianqi remains locked in a bitter dispute with Perth-based MSP Engineering which it refused to pay for work on the landmark downstream processing project.
The WA Supreme Court is holding $39 million Tianqi was ordered to pay MSP Engineering last month as the legal battle continues.
